Should there be two PvP realms in WoW Forever?

I know that Blizzard adamantly stated that they are going realm-less and for the most part I wholeheartedly support their decision on doing so, but it leaves the PvP Ruleset with one major issue: FACTION LOCKED. I understand why they did this and why it is necessary but it seems to me they have an easy solution at hand, just make two PvP Ruleset realms and the problem is solved, now anyone can roll both factions.
